"Best" fragger

This has been bugging me for some time now.
Ideally the best fragger is awarded to the player with the highest score. This is true no matter how many ppl you kill.
But now and then a player is awarded best fragger even if some other player has a higher score.
How is this possible?
I know of cheaters that doesn't get their score counted with TOST. If this is true in all cases, most ppl out there are focken cheating, and I should consider myself one of the greatest players ever to grace your sorry server.

The title "best fragger" is given to the player with the highest amount of damage inflicted on other players.

You could even have no kills at all, and still be the best fragger, due to the highest amount of damage.

When someone reconnects to the server, their score is the same, as it was when they left, but damages are reset. So they may have the highest score, but not be the "best fragger".
