Download the file, extact and put the files on the /System/ folder of your TO installation.

Start a Practice session and see if you select it as a mutator. (It could be a server only actor)

If it doesnt show up check out https://drive.google.com/folderview?id=0B6eENJfjixsNUnZYLXYwR2VyNFE&usp=sharing&tid=0B6eENJfjixsNSDdiX1p6ZFNZNnM#list and download TO22Weapons.zip and try that out.

I advise to copy your TO installation to a 2nd folder and keep a clean one for online multiplayer.
