I need some help...( Server )

Hi all.
I'm setting a server for a friend...but i have never setted a server that uses the TOST tools...
I know how to set a server...( without TOST ), but i need help.
The server uses the main .ini file that is not TacticalOps.ini, but it is UnrealTournament.ini...
The most of settings are the same of TO.ini, but how can I add mutators, packages and actors, with the TOST installed ?

It usually stands in the ReadMe file, when downloadin an mutator.
Example from TOAntiCamper:

How to install on your server
-------------------------------
Copy TOAntiCamper.u to the FIRST System-folder of your TacticalOps installation.

- Open your Server.ini (or however it's called)
- Goto Section [Engine.GameEngine]
- Search for the LAST "Serverpackages=xxxxx" entry
- Add this line AFTER THIS last entry:

ServerActors=TOAntiCamper.AntiCamper

Restart your server.

Thanks Zee, but its not what i need.
I need to know how to add mutators in this UT.ini strings...If it's the right place.
For example, i put some mutators on this string :[TOST42.TOSTServerMutator]
