They are TDM team, so in first round they should win. But on CTF? Best CTF players are in other teams... And zzs is not active...

oct in ctf is also little luck it's true in the base to get in or out
for example on dust its easier for terror to capture a flag

And on Verdon it's easier for SF I can imagine playing there a CTF match... But I don't think it will be important, because there are changes of sides. And even if the weaker team will win their round in better position, they will capture less flags than the better team in their round.
