A little error with Unreal Ed

So i've been wanting to make my own map for a while now and so when I finally got myself up of of my arse (figuratively speaking of course) i got this error at start up

Ive already tried replaceing the .dll file, any help would be appreciated

UnrelEd is not a stand alone program, You have to put the files in your tactical ops system folder(First one)
